This memorandum responds to your request for information regarding potential international governance and regulatory mechanisms for geoengineering (or climate engineering) technologies. The memorandum includes a short introduction to geoengineering technologies, a discussion on the criteria that may be used to develop effective international governance structures and instruments, and a summary of existing international regulatory frameworks. This memorandum was requested in preparation for a subcommittee hearing on the governance of geoengineering.
