This memorandum responds to your request for information on the use of compensatory time (hereinafter referred to as “comp time”) at the Department of Education(ED), the Department of Labor(DOL), and the Internal Revenue Service (IRS) for FY2012.Specifically, this memorandum provides the statutory and regulatory authorities related to comp time and its uses. It then presentsthe data that ED, DOL, and the IRS provided to the Congressional Research Service (CRS) on their use of comp time in FY2012. CRS cannot independently verify the accuracy of the data that the agencies provided.
